We’re delighted to announce that Hartnell Taylor Cook has been reappointed to the Homes England Property, Financial and Development Services Framework, marking the third time running that we have secured a place on this prestigious government framework.
Alongside this reappointment, we have also secured a spot on Lot 3, Development Monitoring Services, in our first attempt.
What is the Homes England Property, Financial and Development Services Framework?
Homes England, the government’s housing and regeneration agency, published a tender notice in December 2025 for the re-procurement of the framework. Successful suppliers, including us, are awarded places on the framework for four years, providing property, financial and development services in support of Homes England’s wider housing and regeneration objectives.
We will provide services across two lots on the framework:
Our role on Lot 1: Property Professional and Technical Services
Under Lot 1 of the Homes England Property, Financial and Development Services Framework, we are responsible for delivering a broad range of property professional and technical services, including:
- Supporting acquisition and disposal activity
- Estate management services
- Investment and appraisal services
- Property and asset valuation services
- Development structures and partnering
- Design quality assessment programmes
- Project management services
- General professional advice and support
We are also pleased to be working alongside independent advisory firm Turley to deliver planning-related services under Lot 1, including the preparation of development and planning briefs.
Our role on Lot 3: Development Monitoring Services
This is the first time we have won a place on Lot 3 of the Homes England Property, Financial and Development Services Framework, and we’re proud that it reflects the strength of the services offered by our Building Consultancy team. Under Lot 3, we will deliver:
- Monitoring surveyor services
- Compliance inspector services
- Project and cost management services
Building on our public sector track record
This reappointment follows our appointment to the Government Commercial Agency (GCA) RM6343 Estates Management Services 2 framework earlier this year [more on that HERE], and sits alongside our existing public sector work as a current supplier under the NHS’ HPCCAS framework [further information HERE].
